What are slabs in electricity billing?
Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.
- Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
- Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.
- The slab count resets every billing cycle — monthly, bimonthly or quarterly, depending on your DISCOM.
- Some DISCOMs add a fuel cost adjustment or electricity duty on top of the slab rate — see the tariff table above for what applies here.

Common LPDD bill traps
This tariff is an approximation, not a confirmed Ladakh-specific order
No dedicated, published Ladakh domestic tariff order was found — this calculator approximates Ladakh's likely rates from the JERC Jammu & Kashmir schedule since both fall under the same regulatory framework. Treat every figure as indicative and confirm against your own LPDD bill.
LPDD is separate from J&K's JPDCL and KPDCL
Since Ladakh became its own Union Territory in 2019, its power utility (LPDD) is a distinct entity from Jammu's JPDCL and Kashmir's KPDCL, even though all three currently sit under the same JERC regulatory umbrella.
A confirmed UT-wide helpline number is hard to find publicly
Unlike most states with a well-publicised 1912 or toll-free line, LPDD's public helpline information is limited — your local division office or the LPDD consumer portal are the more reliable contact points.
How the LPDD bill is calculated
Approximated from the JERC schedule
A specific published Ladakh domestic tariff order was not available at the time of writing, so this calculator approximates Ladakh using the heavily-subsidised JERC (Jammu & Kashmir/Ladakh) domestic pattern. Treat every figure as indicative until confirmed.
How the Ladakh bill is calculated
Ladakh domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2 to ₹3/unit, each band charged at its own rate. A fixed charge of a flat ₹20/month applies.
Your bill, component by component
Based on the 150-unit example above. Expand each line for what it means and whether you can influence it.
Energy chargeReducible₹325.00+
Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹325.00.
Fixed chargeFixed₹20.00+
Charged regardless of how many units you use (flat). The only way to change this line is to change your phase, sanctioned load, or connection type.
What's included in your bill
| Component | What it is | Typical range |
|---|---|---|
| Energy charge | Units × slab rate, telescopic | ₹2.00–₹3.00/unit |
| Fixed charge | Flat, independent of usage | ₹20 |
How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.
Tools that cut your bill
Swap CFL for LED bulbs
Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹39.42/year at Ladakh's top slab rate (₹3.00/unit) — per bulb.

Top Slab Rate Comparison
LPDD's top domestic slab rate is ₹3.00/unit — more expensive than JPDCL (₹4.60/unit), — more expensive than HPSEBL (₹5.90/unit). Billing cycles also differ: LPDD bills monthly, while JPDCL bills monthly, HPSEBL bills monthly.
Tips to reduce your LPDD bill
- Where practical, keep usage below your next slab threshold — the marginal units above ₹3.00/unit cost the most.
- For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.
Energy saving tips for Ladakh electricity bills
Switch to BLDC ceiling fans
BLDC motors typically use 60–70% less power than a regular induction-motor fan for the same airflow.
Choose BEE 5-star rated appliances
A 5-star AC, refrigerator or washing machine can use 20–30% less electricity than a 1-star model of the same capacity.
Set your AC to 24°C or higher
Each degree below 24°C typically adds 3–5% to an AC's power draw — 24°C with a fan running is usually just as comfortable.
Switch to LED lighting
LED bulbs use roughly 80% less energy than incandescent bulbs for the same brightness, and last far longer.
Unplug appliances on standby
TVs, set-top boxes and chargers left plugged in can draw a small standby load around the clock — unplugging them when not in use adds up over a billing cycle.
Net metering explained
Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first.
About LPDD
- 2019 — The Ladakh Power Development Department (LPDD) was established after Ladakh was carved out as a separate Union Territory from the former state of Jammu & Kashmir.
- Structure — Comprises three verticals — generation, transmission and distribution — and is the sole power utility for the UT.
- Generation — Operates several small hydro power plants across Leh and Kargil districts, with roughly 10 MW of installed capacity and more under construction.
- Network — Distributes via a 66kV/33kV/11kV grid, supplemented by input from other sources.
Does LPDD supply electricity to both Leh and Kargil districts?
Yes. LPDD is the only power distribution utility in the Union Territory of Ladakh, covering generation, transmission and distribution across both Leh and Kargil districts.

Frequently asked questions
Is the Ladakh electricity tariff telescopic?
Yes. Ladakh charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.
What is the fixed charge for a Ladakh domestic connection?
The fixed charge is a flat ₹20/month.
How accurate is this Ladakh bill estimate?
It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. No specific Ladakh tariff order was found; the entire schedule here is an approximation pending verification. Always confirm against your official LPDD bill.
Does LPDD supply electricity to both Leh and Kargil districts?
Yes. LPDD is the sole power utility for the Union Territory of Ladakh, covering generation, transmission and distribution across both Leh and Kargil districts, including small hydro plants supplying the local grid.
How do I check or pay my Ladakh LPDD bill online?
Pay via the LPDD consumer portal at lpddconsumer.ugoerp.com or billsahuliyat.jkpdd.net. For queries, contact your local LPDD division office — a single UT-wide toll-free helpline was not confirmed in public sources at the time of writing.
What is LPDD, and when did it form?
The Ladakh Power Development Department (LPDD) was established after Ladakh became a separate Union Territory in 2019, following the reorganisation of the former state of Jammu & Kashmir. It comprises three verticals — generation, transmission and distribution — and runs small hydro plants across Leh and Kargil.
