What are slabs in electricity billing?

Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.

  • Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
  • Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.
  • The slab count resets every billing cycle — monthly, bimonthly or quarterly, depending on your DISCOM.
  • Some DISCOMs add a fuel cost adjustment or electricity duty on top of the slab rate — see the tariff table above for what applies here.

Common CED bill traps

CED is now CPDL — a private operator, not a government office

Since 1 February 2025, Chandigarh's power distribution has been run by Chandigarh Power Distribution Ltd (CPDL), part of the RPSG/CESC Group — not the UT government department. Older bookmarks or references to the government's sampark.chd.nic.in payment page may be out of date; use CPDL's official chandigarhpower.com portal.

Fixed charge is a flat ₹30/month, not per-phase or per-kW

Unlike Punjab or Haryana next door, which charge based on load or phase, Chandigarh charges a single flat ₹30/month fixed charge for every domestic connection.

Privatisation didn't change the regulator or tariff-setting process

CPDL still operates under JERC-approved tariffs, the same regulatory framework as before privatisation — rates aren't set unilaterally by the new private operator.

How the CED bill is calculated

A cheap 150-unit first slab

Chandigarh keeps the first 150 units at just ₹2.75/unit, one of the better deals for small urban households, with a 5% electricity duty charged on energy plus fixed charges and a ₹0.15/unit fuel adjustment.

How the Chandigarh bill is calculated

Chandigarh domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2.75 to ₹5.4/unit, each band charged at its own rate. A fixed charge of a flat ₹30/month applies, plus a 5% electricity duty, and a ₹0.15/unit fuel/variable-cost surcharge.

Your bill, component by component

Based on the 200-unit example above. Expand each line for what it means and whether you can influence it.

Energy chargeReducible₹652.50+

Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹652.50.

Fuel cost adjustment (FCA)Set by DISCOM₹30.00+

A ₹0.15/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.

Fixed chargeFixed₹30.00+

Charged regardless of how many units you use (flat). The only way to change this line is to change your phase, sanctioned load, or connection type.

Electricity dutyStatutory₹32.63+

A 5% state government levy on the energy charge — set by statute, not by the DISCOM, and not reducible by usage pattern.

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Tools that cut your bill

Swap CFL for LED bulbs

Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹76.61/year at Chandigarh's top slab rate (₹5.83/unit) — per bulb.

PSPCL

CED's top domestic slab rate is ₹5.40/unit — more expensive than PSPCL (₹7.30/unit), — more expensive than UHBVN (₹6.45/unit). Billing cycles also differ: CED bills monthly, while PSPCL bills monthly, UHBVN bills monthly.

Tips to reduce your CED bill

  • Where practical, keep usage below your next slab threshold — the marginal units above ₹5.40/unit cost the most.
  • The ₹0.15/unit fuel cost adjustment applies to every unit you use, so reducing overall consumption reduces this line too — unlike the fixed charge.
  • For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.

Energy saving tips for Chandigarh electricity bills

Switch to BLDC ceiling fans

BLDC motors typically use 60–70% less power than a regular induction-motor fan for the same airflow.

Choose BEE 5-star rated appliances

A 5-star AC, refrigerator or washing machine can use 20–30% less electricity than a 1-star model of the same capacity.

Set your AC to 24°C or higher

Each degree below 24°C typically adds 3–5% to an AC's power draw — 24°C with a fan running is usually just as comfortable.

Switch to LED lighting

LED bulbs use roughly 80% less energy than incandescent bulbs for the same brightness, and last far longer.

Unplug appliances on standby

TVs, set-top boxes and chargers left plugged in can draw a small standby load around the clock — unplugging them when not in use adds up over a billing cycle.

Net metering explained

Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first.

About CED

  • 1967 — Chandigarh Administration took over local distribution from the Punjab State Electricity Board on 2 May, run for decades by the Engineering Department's Electricity Wing (CED).
  • 2020 — Union Power Ministry decided to privatise power distribution across Union Territories, starting with Chandigarh.
  • 2025 — After Punjab & Haryana High Court and Supreme Court approvals, distribution transferred to Chandigarh Power Distribution Ltd (CPDL) — part of the RP-Sanjiv Goenka (CESC) Group — on 1 February, for around ₹871 crore.
  • Today — CPDL serves over 240,000 customers across Chandigarh's 114 sq km, still under JERC-regulated tariffs.

Is Chandigarh's electricity still supplied by a government department?

No. Since 1 February 2025, Chandigarh Power Distribution Ltd (CPDL) — a private company under the RPSG/CESC Group — has run distribution and billing for the whole UT, taking over from the former government-run CED. Tariffs remain JERC-regulated.

Frequently asked questions

Is the Chandigarh electricity tariff telescopic?

Yes. Chandigarh charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.

What is the fixed charge for a Chandigarh domestic connection?

The fixed charge is a flat ₹30/month.

How accurate is this Chandigarh bill estimate?

It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. Always confirm against your official CED bill.

Is Chandigarh's electricity distribution still run by the government?

No, not anymore. After Punjab & Haryana High Court and Supreme Court approvals, the UT handed over distribution to Chandigarh Power Distribution Ltd (CPDL) — a subsidiary of Eminent Electricity Distribution Ltd (EEDL) under the RP-Sanjiv Goenka (CESC) Group — on 1 February 2025, for around ₹871 crore. Slab rates continue to be approved by the same regulator (JERC), not set unilaterally by CPDL.

How do I check or pay my Chandigarh electricity bill online?

Pay via CPDL's official portal at chandigarhpower.com or the CPDL app, entering your Contract Account (CA) number. For queries, call the 24×7 helpline 19121 or +91 92402 16666.

What is CED, and how did Chandigarh's power supply change?

Local electricity distribution was taken over by the Chandigarh Administration from the Punjab State Electricity Board on 2 May 1967, and run by the Electricity Wing of the Engineering Department (CED) for decades. In 2025 it became the first Union Territory power utility to be privatised, transferring to Chandigarh Power Distribution Ltd (CPDL).
