What are slabs in electricity billing?
Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.
- Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
- Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.
- The slab count resets every billing cycle — monthly, bimonthly or quarterly, depending on your DISCOM.
- Some DISCOMs add a fuel cost adjustment or electricity duty on top of the slab rate — see the tariff table above for what applies here.

Common JVVNL bill traps
JVVNL is not statewide
Rajasthan has three separate distribution companies by region — JVVNL (east, around Jaipur), AVVNL (central/south, around Ajmer) and JdVVNL (west, around Jodhpur). If your address is outside JVVNL's districts, your actual discom and billing portal differ, even though the tariff is the same.
The fixed charge is unusually steep
At ₹275 per kW of sanctioned load, a modest 2 kW household connection pays around ₹550 in fixed charges alone each month, before a single unit is billed — among the highest fixed charges of any Indian state.
Electricity duty and urban cess aren't in this estimate
Rajasthan's roughly 40 paise/unit electricity duty and an urban cess are not modelled here, so your real JVVNL bill will run a little higher than this calculator shows.
How the JVVNL bill is calculated
A high per-kW fixed charge
Rajasthan levies one of India’s steepest domestic fixed charges at around ₹275 per kW of sanctioned load per month, so a 2 kW connection pays roughly ₹550 in fixed charges before any energy is billed. The same RERC schedule applies to JVVNL, AVVNL and JdVVNL.
How the Rajasthan bill is calculated
Rajasthan domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹4.25 to ₹9.5/unit, each band charged at its own rate. A fixed charge of ₹275 per kW of sanctioned load applies, and a ₹0.22/unit fuel/variable-cost surcharge.
Your bill, component by component
Based on the 200-unit example above. Expand each line for what it means and whether you can influence it.
Energy chargeReducible₹1,000.00+
Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹1,000.00.
Fuel cost adjustment (FCA)Set by DISCOM₹44.00+
A ₹0.22/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.
Fixed chargeFixed₹825.00+
Charged regardless of how many units you use (₹275/kW × 3 kW). The only way to change this line is to change your phase, sanctioned load, or connection type.
What's included in your bill
| Component | What it is | Typical range |
|---|---|---|
| Energy charge | Units × slab rate, telescopic | ₹4.25–₹9.50/unit |
| Fuel cost adjustment | Pass-through fuel surcharge | ₹0.22/unit |
| Fixed charge | Flat, independent of usage | ₹275/kW of sanctioned load |
How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.
Tools that cut your bill
Swap CFL for LED bulbs
Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹127.72/year at Rajasthan's top slab rate (₹9.72/unit) — per bulb.

JVVNL's top domestic slab rate is ₹9.50/unit — cheaper than MGVCL (₹5.20/unit), — cheaper than UPPCL (₹7.00/unit), — cheaper than UHBVN (₹6.45/unit). Billing cycles also differ: JVVNL bills monthly, while MGVCL bills monthly, UPPCL bills monthly, UHBVN bills monthly.
Tips to reduce your JVVNL bill
- Where practical, keep usage below your next slab threshold — the marginal units above ₹9.50/unit cost the most.
- The ₹0.22/unit fuel cost adjustment applies to every unit you use, so reducing overall consumption reduces this line too — unlike the fixed charge.
- For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.
Energy saving tips for Rajasthan electricity bills
Switch to BLDC ceiling fans
BLDC motors typically use 60–70% less power than a regular induction-motor fan for the same airflow.
Choose BEE 5-star rated appliances
A 5-star AC, refrigerator or washing machine can use 20–30% less electricity than a 1-star model of the same capacity.
Set your AC to 24°C or higher
Each degree below 24°C typically adds 3–5% to an AC's power draw — 24°C with a fan running is usually just as comfortable.
Switch to LED lighting
LED bulbs use roughly 80% less energy than incandescent bulbs for the same brightness, and last far longer.
Unplug appliances on standby
TVs, set-top boxes and chargers left plugged in can draw a small standby load around the clock — unplugging them when not in use adds up over a billing cycle.
Net metering explained
Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first.
About JVVNL
- 19 June 2000 — Rajasthan State Electricity Board (RSEB) unbundled into separate generation, transmission and distribution entities. Distribution was further split by region into three companies: Jaipur Vidyut Vitran Nigam Ltd (JVVNL) for the east, Ajmer Vidyut Vitran Nigam Ltd (AVVNL) for the central/south, and Jodhpur Vidyut Vitran Nigam Ltd (JdVVNL) for the west.
- Coverage — JVVNL serves Jaipur and around a dozen eastern districts, including Dausa, Alwar, Bharatpur, Kota, Bundi, Baran, Jhalawar, Sawai Madhopur and Karauli. All three Rajasthan discoms bill on the same RERC-approved tariff.
Does JVVNL supply electricity to all of Rajasthan?
No. JVVNL covers Jaipur and the eastern districts of Rajasthan. Central and southern Rajasthan (around Ajmer) is served by AVVNL, and western Rajasthan (around Jodhpur) by JdVVNL — all three use the same RERC tariff shown on this page, but bill separately.

Frequently asked questions
Is the Rajasthan electricity tariff telescopic?
Yes. Rajasthan charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.
What is the fixed charge for a Rajasthan domestic connection?
The fixed charge is ₹275 per kW of sanctioned load.
How accurate is this Rajasthan bill estimate?
It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. Rajasthan’s per-unit electricity duty (~40 paise/unit) and urban cess are not modelled here. Always confirm against your official JVVNL bill.
Does JVVNL supply electricity to all of Rajasthan?
No. JVVNL covers Jaipur and roughly a dozen eastern districts (including Dausa, Alwar, Bharatpur, Kota, Bundi and Sawai Madhopur). The rest of the state is split between AVVNL (Ajmer, central/southern Rajasthan) and JdVVNL (Jodhpur, western Rajasthan) — all three follow the same RERC tariff.
How do I check or pay my JVVNL bill online?
Pay via the official energy.rajasthan.gov.in/jvvnl portal. For queries or outages, call the 24×7 helpline 1912 or 1800-180-6507.
What is JVVNL, and how did it form?
JVVNL (Jaipur Vidyut Vitran Nigam Ltd) was incorporated on 19 June 2000, when the Rajasthan State Electricity Board (RSEB) was unbundled into separate generation, transmission and three regional distribution companies — JVVNL, AVVNL and JdVVNL.
