What are slabs in electricity billing?
Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.
- Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
- Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.
- The slab count resets every billing cycle — monthly, bimonthly or quarterly, depending on your DISCOM.
- Some DISCOMs add a fuel cost adjustment or electricity duty on top of the slab rate — see the tariff table above for what applies here.

Common UPPCL bill traps
Your DISCOM depends on your city, not just "UPPCL"
Bills are issued by one of five UPPCL subsidiaries — PuVVNL, MVVNL, PVVNL, DVVNL or KESCO — based on where you live. All five follow the same UPERC tariff, but customer service, portals and local offices differ by subsidiary.
The fixed charge scales with sanctioned load
At ₹110 per kW, a higher sanctioned load (useful for ACs, geysers or motors) raises your fixed charge regardless of how many units you actually consume that month.
Rural rates are different and not modelled here
This calculator uses the urban LMV-1 schedule. Rural domestic connections follow a separate UPERC tariff not covered by this calculator yet.
How the UPPCL bill is calculated
One state, five DISCOMs, one tariff
Uttar Pradesh distributes power through five companies, but they share a single UPERC rate schedule, so these urban LMV-1 rates apply statewide. Rural domestic tariffs differ and are not covered here.
Fixed charge is per kilowatt of load
Unlike Tamil Nadu's flat phase-based charge, UPPCL levies its fixed charge at ₹110 per kW of sanctioned load per month — so a 3 kW connection pays ₹330 fixed before a single unit is billed. A ₹20 meter rent and a ₹0.15/unit regulatory true-up also apply.
Telescopic energy slabs
Energy is charged telescopically: ₹5.50 for the first 150 units, then ₹6.00, ₹6.50 and ₹7.00, plus 5% electricity duty on the energy charge.
Your bill, component by component
Based on the 250-unit example above. Expand each line for what it means and whether you can influence it.
Energy chargeReducible₹1,425.00+
Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹1,425.00.
Fuel cost adjustment (FCA)Set by DISCOM₹37.50+
A ₹0.15/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.
Fixed chargeFixed₹330.00+
Charged regardless of how many units you use (₹110/kW × 3 kW). The only way to change this line is to change your phase, sanctioned load, or connection type.
Electricity dutyStatutory₹71.25+
A 5% state government levy on the energy charge — set by statute, not by the DISCOM, and not reducible by usage pattern.
Meter rentFixed₹20.00+
A small fixed monthly charge for the meter itself, independent of usage.
What's included in your bill
| Component | What it is | Typical range |
|---|---|---|
| Energy charge | Units × slab rate, telescopic | ₹5.50–₹7.00/unit |
| Fuel cost adjustment | Pass-through fuel surcharge | ₹0.15/unit |
| Fixed charge | Flat, independent of usage | ₹110/kW of sanctioned load |
| Electricity duty | State government levy | 5% |
How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.
Tools that cut your bill
Swap CFL for LED bulbs
Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹98.68/year at Uttar Pradesh's top slab rate (₹7.51/unit) — per bulb.

Top Slab Rate Comparison
UPPCL's top domestic slab rate is ₹7.00/unit — cheaper than UHBVN (₹6.45/unit), — more expensive than MPCZ (₹7.25/unit), — more expensive than JVVNL (₹9.50/unit). Billing cycles also differ: UPPCL bills monthly, while UHBVN bills monthly, MPCZ bills monthly, JVVNL bills monthly.
Tips to reduce your UPPCL bill
- Where practical, keep usage below your next slab threshold — the marginal units above ₹7.00/unit cost the most.
- The ₹0.15/unit fuel cost adjustment applies to every unit you use, so reducing overall consumption reduces this line too — unlike the fixed charge.
- For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.
Energy saving tips for Uttar Pradesh electricity bills
Switch to BLDC ceiling fans
BLDC motors typically use 60–70% less power than a regular induction-motor fan for the same airflow.
Choose BEE 5-star rated appliances
A 5-star AC, refrigerator or washing machine can use 20–30% less electricity than a 1-star model of the same capacity.
Set your AC to 24°C or higher
Each degree below 24°C typically adds 3–5% to an AC's power draw — 24°C with a fan running is usually just as comfortable.
Switch to LED lighting
LED bulbs use roughly 80% less energy than incandescent bulbs for the same brightness, and last far longer.
Unplug appliances on standby
TVs, set-top boxes and chargers left plugged in can draw a small standby load around the clock — unplugging them when not in use adds up over a billing cycle.
Net metering explained
Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first.
About UPPCL
- 1999–2000 — Uttar Pradesh Power Corporation Ltd (UPPCL) incorporated 30 November 1999, began operating 15 January 2000, as the Uttar Pradesh State Electricity Board (UPSEB) was unbundled into separate transmission/distribution and generation entities.
- Subsidiaries — UPPCL bills consumers through five regional subsidiaries: Purvanchal Vidyut Vitran Nigam (PuVVNL), Madhyanchal Vidyut Vitran Nigam (MVVNL), Paschimanchal Vidyut Vitran Nigam (PVVNL), Dakshinanchal Vidyut Vitran Nigam (DVVNL), and Kanpur Electricity Supply Company (KESCO) for the Kanpur Municipal Corporation area — all on the same UPERC-approved tariff.
Does UPPCL supply Lucknow and Kanpur?
Both cities are covered, but by different UPPCL subsidiaries. Lucknow falls under Madhyanchal Vidyut Vitran Nigam (MVVNL), while Kanpur is served by its own dedicated subsidiary, the Kanpur Electricity Supply Company (KESCO) — both bill on the same UPERC tariff shown on this page.

Frequently asked questions
Do PuVVNL, PVVNL, MVVNL, DVVNL and KESCO have different rates?
No. All five UP DISCOMs follow the same UPERC-approved LMV-1 schedule, so the urban domestic rates are identical statewide.
How is the UPPCL fixed charge calculated?
It is ₹110 per kW of sanctioned load per month in urban areas. Enter your sanctioned load in the calculator to include it.
Does this cover rural connections?
No. These are urban LMV-1 domestic rates. Rural/BPL schedules differ and are not modelled here yet.
What extra charges appear on a UP bill?
Besides energy and the per-kW fixed charge, expect a ₹20 meter rent, a ₹0.15/unit regulatory true-up and 5% electricity duty.
Does UPPCL supply Kanpur directly?
Not directly — Kanpur is served by the Kanpur Electricity Supply Company (KESCO), a UPPCL subsidiary dedicated to the Kanpur Municipal Corporation area, while the other four regions (Lucknow/Ayodhya, Meerut/Moradabad, Agra/Aligarh, Varanasi/Gorakhpur) are served by MVVNL, PVVNL, DVVNL and PuVVNL respectively — all under the same UPERC tariff.
How do I check or pay my UPPCL bill online?
Pay via the official UPPCL consumer portal at consumer.uppcl.org, or your local DISCOM app (e.g. KESCO for Kanpur). For queries, call the toll-free helpline 1800-180-8752 or 1912.
What is UPPCL, and how did it form?
