What are slabs in electricity billing?
Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.
- Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
- Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.
- The slab count resets every billing cycle — monthly, bimonthly or quarterly, depending on your DISCOM.
- Some DISCOMs add a fuel cost adjustment or electricity duty on top of the slab rate — see the tariff table above for what applies here.

Common TPCODL bill traps
TPCODL is one of four Odisha discoms
TPCODL covers Bhubaneswar, Cuttack, Paradeep and Dhenkanal specifically. The rest of the state is split between TPWODL, TPSODL and TPNODL — all Tata Power-managed, all on the same OERC tariff, but billed separately.
It's a public-private partnership, not a pure private company
GRIDCO (the state government) still holds 49% of TPCODL, so it isn't a fully private utility — some processes and complaint-escalation paths may still route through GRIDCO or OERC.
Electricity duty isn't in this estimate
A ₹0.06/unit electricity duty applies on top of the slab charges and is not modelled here.
How the TPCODL bill is calculated
Low fixed charge
Odisha keeps the domestic fixed charge low at ₹20 a month for each kW of load, with telescopic energy slabs. The four Tata Power distribution companies follow the same OERC schedule.
How the Odisha bill is calculated
Odisha domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2.90 to ₹6.10/unit, each band charged at its own rate. A fixed charge of ₹20 per kW per month applies.
Your bill, component by component
Based on the 200-unit example above. Expand each line for what it means and whether you can influence it.
Energy chargeReducible₹850.00+
Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹850.00.
Fixed chargeFixed₹60.00+
Charged regardless of how many units you use (₹20/kW × 3 kW). The only way to change this line is to change your phase, sanctioned load, or connection type.
What's included in your bill
| Component | What it is | Typical range |
|---|---|---|
| Energy charge | Units × slab rate, telescopic | ₹2.90–₹6.10/unit |
| Fixed charge | Flat, independent of usage | ₹20/kW of sanctioned load |
How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.
Tools that cut your bill
Swap CFL for LED bulbs
Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹80.15/year at Odisha's top slab rate (₹6.10/unit) — per bulb.

Top Slab Rate Comparison
TPCODL's top domestic slab rate is ₹6.10/unit — more expensive than WBSEDCL (₹6.81/unit), — more expensive than CSPDCL (₹8.30/unit), — more expensive than JBVNL (₹6.85/unit). Billing cycles also differ: TPCODL bills monthly, while WBSEDCL bills quarterly, CSPDCL bills monthly, JBVNL bills monthly.
Tips to reduce your TPCODL bill
- Where practical, keep usage below your next slab threshold — the marginal units above ₹6.10/unit cost the most.
- For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.
Energy saving tips for Odisha electricity bills
Switch to BLDC ceiling fans
BLDC motors typically use 60–70% less power than a regular induction-motor fan for the same airflow.
Choose BEE 5-star rated appliances
A 5-star AC, refrigerator or washing machine can use 20–30% less electricity than a 1-star model of the same capacity.
Set your AC to 24°C or higher
Each degree below 24°C typically adds 3–5% to an AC's power draw — 24°C with a fan running is usually just as comfortable.
Switch to LED lighting
LED bulbs use roughly 80% less energy than incandescent bulbs for the same brightness, and last far longer.
Unplug appliances on standby
TVs, set-top boxes and chargers left plugged in can draw a small standby load around the clock — unplugging them when not in use adds up over a billing cycle.
Net metering explained
Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first.
About TPCODL
- 2020 — TP Central Odisha Distribution Ltd (TPCODL) incorporated on 6 April 2020 as a wholly owned subsidiary of state-owned GRIDCO, taking over the former Central Electricity Supply Utility (CESU).
- 2020 — Tata Power won a public-private partnership bid for all four Odisha discoms, acquiring a 51% stake in TPCODL for ₹178.5 crore; GRIDCO retained the remaining 49%.
- 2020 — TPCODL's 25-year OERC distribution licence took effect 1 June 2020, covering Bhubaneswar (Circles I & II), Cuttack, Paradeep and Dhenkanal.
- Today — The rest of Odisha is served by three sister Tata Power-managed companies: TPWODL (west), TPSODL (south) and TPNODL (north).
Does TPCODL supply electricity to Bhubaneswar?
Yes. TPCODL holds the distribution licence for Bhubaneswar, Cuttack, Paradeep and Dhenkanal. Other parts of Odisha are covered by TPWODL, TPSODL or TPNODL — all Tata Power-managed and on the same OERC tariff, but billed separately.

Frequently asked questions
Is the Odisha electricity tariff telescopic?
Yes. Odisha charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.
What is the fixed charge for a Odisha domestic connection?
The fixed charge is ₹20 per kW of load per month.
How accurate is this Odisha bill estimate?
It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. A ₹0.06/unit electricity duty is not modelled here. Always confirm against your official TPCODL bill.
Does TPCODL supply electricity to Bhubaneswar and Cuttack?
Yes. TPCODL holds the OERC licence for the Bhubaneswar (Circles I & II), Cuttack, Paradeep and Dhenkanal distribution circles. The rest of Odisha is covered by three sister companies — TPWODL, TPSODL and TPNODL — all under the same tariff.
How do I check or pay my TPCODL bill online?
Pay via the official portal at tpcentralodisha.com. For queries, call the 24×7 helpline 1912 or 1800-345-7122.
What is TPCODL, and how did it form?
TPCODL was incorporated on 6 April 2020 as a subsidiary of the state-owned GRIDCO to run the former Central Electricity Supply Utility (CESU). Tata Power won a public-private partnership bid and acquired a 51% stake for ₹178.5 crore, with GRIDCO retaining 49% — making it one of India's few privatised state discoms.
