The quarterly rule

WBSEDCL bills quarterly. The units you enter represent your full ~90-day billing period — not a single month. To compare against a monthly figure, we divide the total by 3, shown as the monthly-equivalent on your result.

What are slabs in electricity billing?

Most Indian DISCOMs bill domestic electricity using telescopic slabs — tiered per-unit rates that rise as your consumption increases.

  • Each slab has its own rate — for example the first 100 units might be billed at one rate and the next 100 at a higher one.
  • Slabs are telescopic, not retroactive — only the units that fall inside a higher slab are billed at that slab's rate, not your entire consumption.
  • The slab count resets every billing cycle — monthly, bimonthly or quarterly, depending on your DISCOM.
  • Some DISCOMs add a fuel cost adjustment or electricity duty on top of the slab rate — see the tariff table above for what applies here.

Common WBSEDCL bill traps

Kolkata isn't WBSEDCL — it's CESC

If your bill is for a Kolkata, Howrah or nearby CESC-area address, you're on a different licensee with its own tariff — this calculator's WBSEDCL rates won't match your bill.

Quarterly billing catches people off guard

A “small-looking” 300-unit figure on this calculator is actually three months of usage, not one — check whether your bill covers one month or a full quarter before comparing numbers.

MVCA moves every month, this estimate does not include it

The Monthly Variable Cost Adjustment changes with fuel costs and isn't fixed like the slab rates, so your real bill will differ from this estimate by whatever MVCA applies that month.

How the WBSEDCL bill is calculated

Quarterly billing — a Bengal quirk

Most Indian DISCOMs bill monthly or bi-monthly; WBSEDCL's domestic schedule is written for a quarterly (~90 day) cycle, so the slab thresholds are large. Enter your three-month units here; the calculator shows a monthly-equivalent (total ÷ 3). Smart prepaid meters use monthly slabs equal to one-third of these.

MVCA — the moving surcharge

West Bengal adds a Monthly Variable Cost Adjustment (MVCA) that changes every billing month to track fuel costs. Because it moves, this calculator does not include it, so your actual bill will differ by the prevailing MVCA.

Telescopic slabs and fixed charge

Quarterly energy rates run ₹4.10 (0–102), ₹5.34 (103–180), ₹6.15 (181–300), ₹6.65 (301–600) and ₹6.81 above 600 units, with a fixed charge of ₹30 per kVA per month (₹90 per kW per quarter here).

Your bill, component by component

Based on the 300-unit example above. Expand each line for what it means and whether you can influence it.

Energy chargeReducible₹1,572.72+

Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹1,572.72.

Fixed chargeFixed₹270.00+

Charged regardless of how many units you use (₹90/kW × 3 kW). The only way to change this line is to change your phase, sanctioned load, or connection type.

What's included in your bill

ComponentWhat it isTypical range
Energy chargeUnits × slab rate, telescopic₹4.10–₹6.81/unit
Fixed chargeFlat, independent of usage₹90/kW of sanctioned load

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Tools that cut your bill

Swap CFL for LED bulbs

Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹89.48/year at West Bengal's top slab rate (₹6.81/unit) — per bulb.

Tips to reduce your WBSEDCL bill

  • Where practical, keep usage below your next slab threshold — the marginal units above ₹6.81/unit cost the most.
  • For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.

Energy saving tips for West Bengal electricity bills

Switch to BLDC ceiling fans

BLDC motors typically use 60–70% less power than a regular induction-motor fan for the same airflow.

Choose BEE 5-star rated appliances

A 5-star AC, refrigerator or washing machine can use 20–30% less electricity than a 1-star model of the same capacity.

Set your AC to 24°C or higher

Each degree below 24°C typically adds 3–5% to an AC's power draw — 24°C with a fan running is usually just as comfortable.

Switch to LED lighting

LED bulbs use roughly 80% less energy than incandescent bulbs for the same brightness, and last far longer.

Unplug appliances on standby

TVs, set-top boxes and chargers left plugged in can draw a small standby load around the clock — unplugging them when not in use adds up over a billing cycle.

Net metering explained

Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first.

About WBSEDCL

  • 1955 — West Bengal State Electricity Board (WBSEB) formed.
  • 2007 — Unbundled 1 April 2007 under the state's Power Reform Scheme into West Bengal State Electricity Distribution Company Ltd (WBSEDCL) for distribution and West Bengal State Electricity Transmission Company Ltd (WBSETCL) for transmission.
  • Coverage — WBSEDCL distributes power across most of West Bengal, but not Kolkata: the city, Howrah and parts of North/South 24 Parganas and Hooghly are served by CESC Limited, a separate private licensee with its own tariff.

Does WBSEDCL supply electricity to Kolkata?

No — Kolkata and its immediate surroundings (Howrah, and parts of North and South 24 Parganas and Hooghly) are served by CESC Limited, a separate private licensee. WBSEDCL covers the rest of West Bengal outside that area.

Frequently asked questions

Does WBSEDCL really bill every three months?

Yes. WBSEDCL’s domestic tariff schedule is written for a quarterly cycle, which is why the slab limits are large. The calculator converts your quarterly total to a monthly-equivalent.

What is MVCA on my West Bengal bill?

MVCA is a Monthly Variable Cost Adjustment surcharge that changes each month to reflect fuel costs. It is not included in this estimate because it varies.

How is the WBSEDCL fixed charge calculated?

It is ₹30 per kVA per month based on your connected load, modelled here as ₹90 per kW per quarter.

What about prepaid smart meters?

For monthly-billed prepaid meters, the slab limits are one-third of the quarterly figures shown here, but the per-unit rates are the same.

Does WBSEDCL supply electricity to Kolkata?

No. Kolkata, Howrah and parts of North/South 24 Parganas and Hooghly are served by CESC Limited, a separate private licensee with its own WBERC-approved tariff. WBSEDCL covers the rest of West Bengal outside the CESC licence area.

How do I check or pay my WBSEDCL bill online?

Pay via the official WBSEDCL portal at portal.wbsedcl.in, using the "Online Payment" → "Quick Pay" option. For queries, call the 24×7 helpline 19121.

What is WBSEDCL, and when was it formed?

WBSEDCL (West Bengal State Electricity Distribution Company Ltd) was formed on 1 April 2007, when the West Bengal State Electricity Board (WBSEB, itself dating to 1955) was unbundled into WBSEDCL (distribution) and WBSETCL (transmission) under the state's power reform scheme.
